フリーターの推移をみると、平成 15（2003）年から平成 16（2004）年をピークとして、平成 20（2008） 年まで男女ともに減少傾向にあった。各年とも女性の人数が男性の人数を上回っており、平成 27 （2015）年には、女性で 89 万人、男性で 78 万人になっている。
