○ 朝 5 時に首都直下地震が発災した場合を想定し、①居住地から参集場所まで 徒歩で参集する②震災による交通事情の悪化や家族の安否確認等により、通常 時よりも時間が必要となる、との考え方に基づき、参集可能な都職員数の見積 りを行った。○ 第一配備職員、第二配備職員、特例配備職員及び現地機動班要員を含めて56,903 人について、参集可能時間は次のとおりである。
