○ 災害時に非常時優先業務を執行するためには、都庁舎をはじめ、非常時優先業務 遂行の拠点となる施設の安全を保ち、職員が迅速な初動態勢をとるとともに、関係 機関との情報連絡手段を確実に確保するなど、業務の執行環境を適切に整備しなけ ればならない。
