公園計画に基づいて、公園区域内（海面を除く。）に特別地域（特別保護地区を含む。）を指定 し国立公園の風致の維持と適切な利用を図っている。また、公園区域内の優れた海中景観の保護 119 を図るため、伊豆諸島地域では初の海中公園地区を三宅島に指定している。
